Quality Assurance Profile
History
For every institution, quality is the primary agenda, and improving quality is the most vital task. Therefore, the issue of quality has long been a concern for the Indonesia Institute of the Arts Bali (ISI BALI). The leadership and the academic community of ISI BALI realize that the implementation of quality management in education is an evolution of the Total Quality Management (TQM) concept. Philosophically, this concept emphasizes consistent implementation of continuous improvement to meet customer needs and satisfaction.
In 2025, the Regulation of the Minister of Higher Education, Science, and Technology of the Republic of Indonesia Number 28 of 2025 concerning the Organization and Work Procedure of ISI Bali was issued. This brought significant changes to the organizational structure, including Quality Assurance—which was originally part of the Institute for Research, Community Service, and Learning Development (LP2MPP)—becoming a separate entity: the Institute for Quality Assurance and Learning Development. This new institute integrates the Center for Quality Assurance, the Center for Educational Development and Instructional Activities, the Career Center and Business Incubator, and the Archives Center.
The Institute for Quality Assurance and Learning Development (LPMPP) is tasked with coordinating, implementing, monitoring, and evaluating quality assurance and learning development activities. LPMPP consists of a head, secretary, centers, General Sub-section, functional positions, and executive positions. LPMPP manages five (5) centers, each led by a head of center:
a) Center for Internal Quality Assurance
b) Center for External Quality Assurance
c) Center for Learning Development
d) Center for Surveys and Statistics
e) Center for Creative Hub
Vision
To be the main implementing unit that realizes a culture of quality and ensures the sustainable achievement of ISI BALI’s quality standards.
Mission
To implement the Quality Assurance System through the cycle of Setting, Implementation, Evaluation, Control, and Improvement (PPEPP) and to facilitate the enhancement of Study Program and Institutional Accreditation.
Objectives of LPMPP
- To ensure compliance with academic policies, academic standards, academic regulations, and academic procedure manuals.
- To ensure that graduates possess the competencies defined by each study program.
- To ensure that every student receives a learning experience in accordance with the specifications of the study program.
- To ensure the certainty and relevance of academic programs in the fields of education, research, and community service, in accordance with established quality standards and stakeholder demands.
Duties of LPMPP
- Coordination, Control, and Quality Development: Ensuring good coordination between work units in implementing the quality assurance system, controlling its implementation, and developing quality sustainably.
- Planning and Evaluation: Preparing strategic plans, work programs, and budgets related to quality assurance, and evaluating program implementation.
- Quality Audit: Conducting internal audits to ensure compliance of activities with established quality standards.
- Monitoring and Evaluation: Periodically monitoring and evaluating the implementation of the quality assurance system to identify weaknesses and potential improvements.
- Development of the Internal Quality Assurance System (SPMI): Responsible for planning, implementing, evaluating, controlling, and developing SPMI continuously.
- Accreditation: Coordinating accreditation activities at both national and international levels and ensuring the readiness of accreditation documents.
- Academic Community Development: Providing guidance to the academic community regarding the application of the quality assurance system.
Functions of LPMPP
- Preparation of plans, programs, and budgets.
- Implementation of the development of the educational quality assurance system.
- Implementation of educational quality assurance.
- Facilitation of educational quality improvement.
- Implementation of the improvement and development of learning.
- Coordination of the implementation of quality assurance activities and learning development.
- Preparation of cooperation materials and public relations in the field of quality assurance and learning development.
- Monitoring and evaluation of quality assurance and learning development.
- Execution of administrative affairs.

- Center for Internal Quality Assurance
The Internal Quality Assurance System (SPMI) is a planned, systematic, and sustainable internal process carried out independently through the PPEPP cycle (Planning, Implementation, Evaluation, Control, Improvement) to ensure gradual and continuous quality improvement of the university.
In accordance with Article 52 paragraph (1) of Law No. 12 of 2012 concerning Higher Education, Quality Assurance is a systemic activity to improve quality in a planned and sustainable manner. Based on the Regulation of the Minister of Education and Culture No. 50 of 2014, SPMI consists of:
a) setting standards,
b) implementation,
c) evaluation,
d) control, and improvement.
ISI BALI’s quality policies refer to national laws, updated standards (Permendikbud No. 3 of 2020), the National Accreditation Board (BAN-PT), and the institution’s own Vision, Mission, and Master Development Plan (RIP). To achieve these goals, a Quality Culture must be built across the entire academic community through binding policies that must be followed by all elements, from the Rector to students and staff.
- Center for External Quality Assurance
The External Quality Assurance System is an evaluation and monitoring process conducted by independent or external parties to ensure that ISI BALI adheres to established standards and achieves desired educational outcomes.
This process involves evaluation programs, accreditation agencies (such as BAN-PT), student learning assessments, and periodic quality audits. Benefits include: 1) Improvement of educational quality through external feedback. 2) Stakeholder trust (students, parents, and industry). 3) Recognition and validation of achieved standards, enhancing the institution’s reputation.
- Center for Learning Development
The Center for the Enhancement and Development of Instructional Activities (P3AI) was formed as part of the integration of STSI Denpasar into ISI Denpasar (Presidential Decree No. 33 of 2003). Under the 2025 Regulation, it was renamed to Learning Development and became part of LPMPP. Its main task is developing learning systems according to national standards, including instructional development for lecturers. Key activities include: Lecturer Workload (BKD) assessment, IDEPT/TPA tests for Master’s and Doctoral candidates, Pekerti training (Basic Instructional Techniques), and teaching skill enhancement.
- Center for Surveys and Statistics
Tracer Study: Based on Rector’s Regulation No. 23 of 2022, alumni tracking is required to fulfill Key Performance Indicators (IKU) and accreditation needs. This includes data on waiting periods, employment, entrepreneurship, income, and job relevance for graduates within one year of graduation. Surveys are conducted at least twice a year (March and August).
- Center for Creative Hub
A Creative Hub in higher education is a strategic unit acting as a catalyst for creativity, innovation, and interdisciplinary collaboration. It is designed to support students, lecturers, and alumni in turning ideas into tangible works or sustainable business models. The ISI BALI Creative Hub aims to strengthen the competitive edge of the institution and its graduates. Quality Human Resources are expected not only to solve problems but to think and act creatively. A primary task of this center is the development of an information system (website) to effectively communicate with target audiences.
